Does the BCU treat rowboats as canoes?

Does the British Canoe Union treat rowboats as canoes? I scanned their website but could not find an answer.

If they don't, is there an equivalent rowboat union that offers similar benefits, i.e. free access to 5000km of waterways and group insurance?
